Morocco Bets on Offshore Wind to Drive Green Growth and Innovation

Moroccan entrepreneurs are on the cusp of a transformative shift as the country takes bold steps toward clean energy leadership in Africa. With the government announcing the development of Africa’s first offshore wind farm, to be constructed off the coast of Essaouira, new opportunities are emerging for local innovators, SMEs and green economy startups.

Set to generate an impressive 1,000MW of renewable energy, this landmark project marks a major turning point, not just in Morocco’s energy transition but also in how it positions its entrepreneurial ecosystem within the global green economy. Entrepreneurs working in renewable energy, green tech, infrastructure, manufacturing and logistics will all have opportunities to contribute to and benefit from this national shift.

The wind farm will be one of the first major investments by the Mediterranean Blue Partnership (MBP), a multi-donor fund that supports sustainable blue economy initiatives in the southern Mediterranean and Red Sea regions. The MBP’s backing demonstrates growing international trust in Morocco’s green agenda and strengthens the foundation for innovative local-public-private partnerships.

A Platform for Innovation and Inclusion

For Morocco’s growing base of clean-tech entrepreneurs and engineers, the offshore wind project is a call to action. The 1,000MW farm opens doors to supply chain development, component manufacturing, R&D, workforce training and high-skill employment. It also promises indirect growth for digital services, transport, maintenance and environmental monitoring sectors.

Startups and SMEs that are building solutions in clean energy storage, smart grid integration or energy efficiency services can now look toward large-scale national projects like this one as customers, collaborators or test beds for their technology.

This move complements Morocco’s national strategy to generate over 52% of its electricity from renewable sources by 2030. Until now, the focus has largely been on solar and onshore wind energy. Offshore wind is the missing piece that can help close the renewable energy gap, while creating a ripple effect for local industry development.

Why Essaouira?

The choice of Essaouira as the project site is no accident. The Atlantic coastline near the city features strong, consistent marine winds, averaging up to 11 meters per second and shallow waters, both essential characteristics for efficient and sustainable offshore wind operations. These natural advantages, combined with Morocco’s evolving infrastructure and stable investment environment, make the country ideal for pioneering large-scale wind power on the continent.

According to recent findings by the World Bank, Morocco has exceptional offshore wind potential, and this project is just the beginning. The report highlighted how offshore wind can also play a vital role in the future production of green hydrogen, a clean fuel that could power heavy industry, transport and exports. For entrepreneurs in emerging hydrogen tech, this represents a high-growth frontier.

A Vision of Energy Independence and Industrial Competitiveness

Leila Benali, Morocco’s Minister of Energy Transition, summarized the broader significance of the project: “This project is part of a dynamic that combines energy independence, industrial attractiveness and economic competitiveness.”

In other words, this is not just an energy project, it’s a strategic move to strengthen Morocco’s global industrial footprint and reinforce local economic resilience. Entrepreneurs who align with this vision, particularly those developing innovative technologies or circular economy solutions, will be well-positioned to tap into new markets, funding streams and global partnerships.

Looking Ahead

Construction of the wind farm is expected to begin by 2029, but its influence is already taking shape. With strategic planning, robust collaboration between government and private players and an emphasis on sustainability, Morocco is not only advancing its clean energy goals, it’s giving entrepreneurs a stage to lead innovation on an African and global scale.
