Prior to her tenure at ATAF, Mary held senior government roles, including Commissioner General of the Rwanda Revenue Authority, where she spearheaded efforts to improve tax collection and expand the tax base. She also served as Permanent Secretary in Rwanda’s Ministry of Foreign Affairs, managing diplomatic relations and promoting Rwanda’s interests on the continent and beyond.

Inspiring East African Women and Entrepreneurs
East Africa, home to vibrant economies like Kenya, Uganda, Tanzania, and Rwanda, has seen a surge in women-led startups and entrepreneurial ventures. However, women still face significant barriers, from access to finance and markets to societal expectations and limited representation in leadership roles.
Mary’s rise to the top of ATAF serves as a beacon of hope and inspiration for women and entrepreneurs in the region. Her career path demonstrates that with dedication, strategic vision, and perseverance, women can lead major regional institutions and influence policy that shapes economic futures.
Driving Africa’s Tax and Development Agenda
ATAF’s role is pivotal in shaping Africa’s tax policies and strengthening tax administrations to boost revenue and fund vital social services. Under Mary’s leadership, the organization is poised to intensify efforts on capacity building, innovative tax reforms, and regional cooperation.
Her experience in government and diplomacy equips her to navigate complex regional and global tax issues, ensuring that Africa’s voice is influential in international forums such as the Organization for Economic Co-operation and Development (OECD) and the World Bank.
Moreover, her leadership is expected to emphasize the importance of digital transformation and modernizing tax systems, elements that are crucial for economic resilience, especially in a post-pandemic era. Her vision aligns with ATAF’s mission to develop Africa-informed policies that foster inclusive growth and reduce inequality.
Source of Inspiration for Young Entrepreneurs
For young women and entrepreneurs in East Africa, Mary’s appointment is more than symbolic. It embodies possibility. Her trajectory from government official to regional leader demonstrates that leadership is accessible with passion, strategic focus, and a commitment to service.
Her career encourages women entrepreneurs to embrace leadership roles, advocate for inclusive policies, and actively participate in shaping Africa’s economic future. It also highlights the importance of regional organizations like ATAF in creating platforms for dialogue, capacity development, and policy innovation.

As she steps into her new role, Mary has articulated a forward-looking vision that emphasizes collaboration, innovation, and inclusion. She aims to steer ATAF toward strengthening tax systems that support economic diversification, reduce inequality as well as promote sustainable development.
Her leadership will also focus on empowering women in the tax and economic sectors, recognizing that gender diversity enhances policy outcomes and drives equitable growth.
“Africa’s strength lies in its diversity and its people. When women and youth are empowered to lead and innovate, the continent’s potential becomes limitless,” she explains.
